Whose responsiblity?

Until now, most human greenhouse gas emissions have come from rich, industrialised countries.

Over the next 50 years, the economies of many developing countries will expand dramatically. This will allow millions of people to escape poverty, but it will also mean that these countries' emissions will increase - even if they take careful steps to develop cleanly. To counterbalance this, developed countries will have to make substantial
emissions cuts.

It's a huge challenge, but the scientific, economic and policy research suggests we can do it.
