Private clinics have found legal loopholes allowing them to import the unlicensed vaccines you're after from overseas, one at a time. If you've had one of the single jabs already, you're allowed to complete the course even with unlicensed jabs.
So some doctors give the licensed rubella jab first, despite the fact that measles is the disease children need to be protected against most urgently.
