The US government's environmental watchdog has warned Planktos that commercial iron seeding could be violating its rules. The Environmental Protection Agency is currently looking into the legal status of the project to see if it could take formal action against Planktos. But it's a tricky area - it's hard to know who's responsible for international waters.
