In Japan, where earthquakes are common, there is an established system for educating people about the risk. Earthquakes are reported on TV and the radio within three minutes.

If a tsunami is expected, its arrival time is also announced and loudspeakers in the coastal area warn people to evacuate. The system works well because people have been trained in what to do.
